We’re recruiting a Research and Data Consultant
WEN Wales are looking for a freelance consultant to support our research, policy and partnership work in the run-up to the launch of our Feminist Scorecard in autumn 2024.

About the Feminist Scorecard
In collaboration with Oxfam Cymru, we regularly publish Feminist Scorecards which track the Welsh Government’s progress on gender equality and hold them to account. The Feminist Scorecard Report 2022 shows a series of snapshots of Welsh Government’s performance in six key areas:
- Fair Finance
- Caring Responsibilities
- Global Women’s Rights
- Equal Representation & Leadership
- Tackling Gender Health Inequalities
- Ending Violence Against Women & Girls
For each policy area, we consider relevant Welsh Government statements, the Programme for Government, legislation, policies and practice, analyse statistics and examine evidence from specialists in each field. Progress in each area is rated using a traffic light system (red, amber and green), indicating the level of progress towards equality for women and girls in Wales.
About this role
The research and data consultant will support the development of the 2024 Feminist Scorecard through desk-based research and data analysis, preparing, conducting and evaluating online interviews with key stakeholders, co-producing the report and supporting the dissemination of research outputs.
You will be an independent and enthusiastic researcher who shares our values and has a strong track record of producing policy and research outputs. You will be able to effectively track and evaluate policy and legislative developments, analyse quantitative data and conduct and evaluate stakeholder interviews. You will be able to communicate your findings both verbally and in concise and accurate writing to a wider policy and public audience and develop policy recommendations that clearly follow from your research findings.
Responsibilities
- Plan and deliver research within set timescales
- Evaluate policy and legislative information from a range of sources
- Identify and analyse relevant quantitative data
- Plan, conduct and evaluate interviews with expert stakeholders
- Write up findings in a concise and accurate report, following the format of previous Feminist Scorecards
- Support the development of policy recommendation and RAG ratings
- Support the dissemination of the report, including the report launch and follow-up engagement with political and wider stakeholders
- Present draft findings to the leads at WEN Wales and Oxfam Cymru, and to relevant stakeholder groups as required
- Help to coordinate and arrange meetings related to this work, including taking and sharing notes
- Liaise with WEN’s Policy and Public Affairs Manager and the Head of Communications and Engagement as required
Skills and experience
- Experience of working in policy environment, ideally within a charity/third sector environment
- Quantitative and qualitative data analysis
- Researching and writing concise and accurate briefings and reports
- Understanding of gender inequality and intersectionality
- Able to work at pace with minimal supervision
- Committed to an intersectional approach to women’s rights and a Wales free from gender discrimination
- Basic understanding of Welsh devolution
- Familiar with identifying and navigating Wales-specific data and evidence
- Confident using Zoom/Microsoft Teams, Excel, Word, Outlook and PowerPoint
- Politically astute and confident in liaising with a range of stakeholders
- You will also preferably be a Welsh speaker.

- Rate: £125 per day
